DEVELOPER TAKEN MY CODE FOR RANSOM

I onboarded a developer and he delegated the task to an outsider, and did nothing but sat on my app for 5 months. Now he won't even give it back let alone me trying to get my money back for the work he didn't do! I wish I'd never joined Upwork, no customer support , no help, just dragged through hoops to try and find a way out!!! !! How do I get back my property??? I'm about to open a case with the authorities . I'm not just going to report this guy but Upwork too for not having a real support system in place!! Can someone please help!
