Edit Rates and Edit Privacy buttons in agency roster are inactive

Edit Rates and Edit Privacy buttons of some exclusive members in the agency roster are inactive, at the same time, these buttons are active for other members. Would you mind advising how to restore access to Rates and Privacy editing?
