Error Submitting Proposals



I have posted about this before, but it was marked as solved (when it wasn't) and the issue is still persistent 4 weeks later! Whenever I go to submit a proposal, I am taken to a screen that says "your phone was successfully verified" (screenshot attached) and does not take me any further. What is the issue? I am told it is a bug, however the community manager won't respond with an ETA and I have received feedback from several others that they are not experiencing this issue (either as a freelancer submitting, or a client receiving proposals). I've seen that others have had the issue resolved via a support case? Not sure the appropriate action. Sitting arround and continuing to wait after a month does not seem the appropriate response.
