Freelancer didnt deliver on project, requesting a refund. What are my options?

we hired a freelancer on upwork who agreed to develop an integration which was not possible. He did over 140 hours of work only to find out the integration was not possible. We have requested him to refund us but he said he cannot and we have to wait until this integration is allowed by the third part application (if ever). 

What are our options?

On the Hourly contracts, you must file any dispute by Friday after a billing week closes. For example, if you receive the week’s invoice on Monday at noon UTC, you have from then until Friday at midnight UTC to review those hours and file a dispute.
