Funds in escrow but not contract or offer

I posted a job and had several freelancers express interest, so I decided to hire two of them. I accepted Freelancer 1's proposal, sent the offer, funded the escrow, and the contract began, which automatically closed the job posting. I followed the same process with Freelancer 2; however, no contract has been established yet, and the funds aren't appearing, even though the payment shows up in the transaction history.

How do i get the funds out of escrow if there is technically no contract or offer showing?

The only way for the freelancer to get paid is for me to initiated a new contract which will then force me to pay twice and for the rest of the funds to be lost.

Freelancer must accept your offer to start contract. Ask him.

Escrow will be auto refunded when job closed and all active offers rejected\expired.
