Getting VAT paid to Upwork back as I didn't add a VAT number on time

Hello,

So far I worked without a VAT number on Upwork thinking I didn't have to set it but it turns out I had to and now I've paid a fine to my country's tax agency (Bulgaria) and am registered with a backdate (3 months ago). I also had to pay all the VAT I originally paid to Upwork to my tax agency (as it should've went to my country instead). Is there a way to get a return on the VAT I paid to Upwork (USA)? Is this something Upwork can assist with or is it something my country should do in regard to the USA?
