How can I confirm whether my account has been approved or not? I can submit a proposal, but I haven't received my free first-time registration connects.

It says that I should have already received an email with instructions on what I can do. The requirements have changed to get Connects when you sign up. You will need to buy 100 Connects for 15 USD or subscribe to Freelancer Plus plan for 20 USD/months. After that, you will receive 50 free Connects.
