I Complete 100% in my profile but still I cant submit a proposal?

Hi I am new in this platform, so I don´t know if I need some kind of review in my profile but I alreday completed 100% but I can´t submit any proposal, it just shows error and it says that I need to complete my profile before I can submit a proposal. Can someome please help me. Thanks.
