I can't Send an Offer for hiring a freelancer due to problem in payment

When starting send an offer to a freelancer this message appears: "Sorry, something went wrong on our end. Please refresh the page and try again. If this issue keeps happening, contact customer support." 

And the money withdrawn from the card. 

It worked at first. But I was going to send an offer to another developer again, but this error displayed

How can I solve this?
