I can't submit proposal. My account connect balance is 49

Hello Upwork Team,

I can't submit proposal. I have 49 connects balance in my freelancer account but still don't place bid

Message shows while submit proposal "Connects are needed to submit this proposal. Contact your agency manager."

Please help me to resolve this problem
