I didn’t get my refund.. what to do??

My name is Yarden

I hired someone to do an intro and short film and he didn't do it 

So I asked for refund and he approved(I got a message that he approved) I looked in my bank account and I saw that it's still going to charge me for it full price..

I don't get it, you have simple rules

ask for refund, get approved and then get the refund and I didn't get any refund

I request an assistance
