I have managed Chargeback Refund!

After more than 18 months Later I have managed a Chargeback refund! In my balance, there is now more than a fund that I have to refund for a Fraud chargeback call. Now I want to pay them and withdraw other funds. I am ready to work again regularly on Upwork. My withdrawal is still restricted. Can anyone suggest or help me with what I have to do to remove the restriction???
