Is a freelancer charged a refund fee?

A client was completely confused about setting up a job and she paid me ($1500) and closed the job before I had even started, so I refunded her the amount she had paid me. Now it seems that Upwork will be charging me a fee for refunding her. Is this correct? If so, it seems mighty unfair to me.

Thank you for your message. Please note that there are no fees for the refund. When you process a refund, Upwork will also refund the service fees charged on the same amount. Check out this help page for more information.
