Manual Hours Dispute -Help

Hello, 

I'm fairly new to upwork, and have mostly done fixed term contracts. I had my first hourly contract of 10 hours per week for $30 per hour for a market research report (this report was submitted). I didn't know about tracked timing on the app and submitted my hours manually with memos (manual hours was allowed with the client). My cleint is now emailing me that they only have a budget of $200 and asking me to remove some of the hours or else they will file a dispute. Does this mean if they file the dispute with Upwork, I will recieve no money from the hours worked?
