Message when contacting hired talent: they currently do not have access to Upwork

I hired someone, they did work. We had to cancel job twice to get the details correct. Now I am unable to correspond with them because there is a message on the chats:  Hire Name does not currently have access to Upwork and will not receive messages until access is restored.

They have not been paid and I had one more task for them to do to finish. 

This makes me very leary of working with anyone on Upwork.
