Not able to send messages despite confirmation that billing details are in place

I created my client account on Upwork on 1st June.  Since then, I have been asked to enter my billing details (which I did and I received an email confirming that my card had been added). Still, I cannot reply to the candidates who applied for the job I posted; when I wish to send a message, the system requests that I enter billing details (again). Every time I try, I receive an email saying that my billing details have been updated. I now have no less than 7 of these. I am at a loss as to what to do.  And finding how to file a ticket on Upwork is Hercules 12 Labors.
