Old used payoneer account for new upwork id

Hello, i would like to know that about payoneer account attachment to upwork. If i have a payoneer account attached with upwork and somehow i delete it from there and want to add same payoneer account to another new upwork id. Is it possible?

Having same username on payoneer and upwork. I canceled it from 1 old upwork account and add it to another new one.

Kindly guide me!
