Proposal Submission Error

Hi, 

I am unable to submit proposals for jobs from yesterday. I was able to reply to an interview but every time I  press the 'Submit Proposal" button for a relevant job, it keeps going on a loop forever and never opens the proposal page. I've had this happen in all 4 jobs (worldwide and otherwise qualified).

I've tried everything from logging out and logging back to clearing my cache, but nothing seems to work. There are a couple of interesting jobs that I am qualified for and I would like to send my proposal before they close them.
