Proposal not included, but Connects deducted

I sent a proposal in the following job, my Connects were deducted (second image), but my application wasn't received by the platform. I am requesting my Connects back, as this can be interpreted as stealing. You guys decided to charge more from Top Rated Freelancers who have achieved the 5%-fee threshold, but the service is getting worse each day.
