Problem in Hiring a Freelancer

I'm getting the same error "An error has occurred. Please try again later" for couple of hours now. Logged out and cleared catch and logged in from 4 different browsers with the same error.

I'm not able to accept tye freelancer offsr or send my offer. 

Need assistance please.
