Recent Charge Failed

My credit cards are all being declined. I have used different credit cards issued by different banks, and I have used virtual cards and also debit cards. None of them worked. I live in Turkey, but no matter I choose TRY or USD it does not work, it says "Recent charge failed.". I called my bank and they say that there is nothing they can do about it, they said it is not their fault. Can you help?
