Hi, a freelancer from my agency is facing an issue; he can't submit a proposal for a job post because the submit button isn't active. I've a video to demonstrate what I mean. Could you please help?

Hi, here is a video https://drive.google.com/file/d/1XEv4IWyAyDgOcSn0wdWXSLBhVTAAn8H4/view?usp=sharing I was not able to upload it here as even I converted the file into wmv, it showed an error. The problem with submitting a proposal happened to me even from different computers. I also thought that it could be a browser issue. But it is not.
