Unable to reset the security question

I'm having trouble setting my security question. When I log in, I don't receive the option to enter a security question—I just log in using Google. Now, I'm trying to set up my payment method, but I need to enter the answer to my security question, which I've forgotten. I tried resetting it through the "Password & Identification" section in my account, but it didn't work.
