Upwork "can't complete my request, I should try again later"

So I'm trying to accept an offer from a client and I get the message:

 

"We can't complete your request now. Please try again later."
 
Well, I did try later. Several times later in fact.

Also my profile is verified as far as I can tell and I did the usual in these situations like clear the cache and so on.
 
The only thing other than Upwork bugging that I see could potentially cause this is that my card expires in a month but then I'm not getting any "update your card" messages or anything.

So I would appreciate some help on this.
