Websites scammers or legit????

Hi I am new to upwork. I just would like to ask about security and privacy. Is a client legit or a scammer if he/she asks me to communicate with him/her through telegram?

Rule of thumb: Communicating outside Upwork is rarely a good idea, and if it's prior to a contract being offered and accepted by the active parts, it goes against the community guidelines. 

From experience, I can say that whenever a client asks to communicate on Telegram, it's a scam.

Yep.

Also it is not only bad idea but it is ToS violation.
