Withdrawal Refunded, but Withdrawal fee was not refunded

I placed a withdrawal on upwork hoping to receive my moeny in a few days, Just to be surprised with by an email saying my withdrawal failed and i have been refunded, apparently i was refunded but not in full, the withdrawal fee was not refunded...
