I did worked on a contact that turn out of the a scam, upwork just unfrozed my account after they did the investigation and they also took all the money back from what I earn, my question is why did they had to take the money that I earn using protected hourly, and also if the money was returned why is the client review of me still in my account. Shouldn't they removed the review since it was all a scam, even I got scam and couldn't work for 2 weeks.

The money was never there, and you apparently didn't follow the rules for tracking. I can't answer why the review is there. You need to review all the requirements for hourly tracking and for using the platform before proceeding.
