can't upload profile picture

There is not error nothing I am creating a freelance account and when it says it requires a profile picture to create the account. I click on upload picture nothing comes up. I try to drag a picture on the screen doesn't work now I am frozen in the create an account stage.

I have a client account, but now i want to do some freelance work.
