unable to pay when I try to hire someone

Hello, I try to hire a freelancer for my web app and this is my first time using upwork. Everything shows fine until when I try to pay him. The problem is even if I add my bank card as primary method, I cannot pay him since I get an error message which saying that "Sorry, we couldn't charge the billing method you selected. Please try a different one. If you still need help,  Contact Support". I granted the permission of my bank and the card but upwork doesn't want to deduct the money. Additionally, it deducts the money first and then after about 30 seconds later it refunds the money immediately. I also try to remove current primary card and add it as primary card again but everything fails. Can you please tell me how to fix this issue? I'm rush on this project and currently want to hire someone as soon as possible.
