Payment rejected

I again went into some problem. My payment has been rejected and I am sure about the account number .

However I tried to withdraw it through the another bank account . And I am sure about the account number and other details. I am charged 0.99$ again even if there was no fault of me. Please check my withdraw and make my payment as fast as possible as I already waited for 4 days for it.I dont care about the fees that I am charged again . Please check it and help me to withdraw faster
