Unable to Submit Proposals

Hi,

 

I am using a Client account and was required to pay my freelancer but due to insufficient funds, Upwork was not able to make transactions and as a result, placed a temporary suspension. Now I have cleared all the funds.

 

However, I am still unable to send proposals from my freelancer account. Can you help?
