Add Sinhalese to translation languages

I am an English<=>Sinhalese translator trying to create an Upwork Freelancer account but I failed to add English Sinhalese Translation into the "What Languages Can You Translate?" field because it is not listed there. 

Does anybody know how to add a new language item and proceed with the registration?
