I (author) would like to sign a copyright agreement with an illustrator from outside our country (me from Canada and him from Europe). Which law will be applicable in this case?
Is there an international agreement we can sign between us?
Do you know any template to suggest?

There is a built in copyright part in the Upwork terms of service.
it essentially states that once you pay, the work belongs to you.
You are indeed free to do your own, but Upwork won't get involved in anything beyond their own, so in the incredibly unlikely event of any copyright related issue you would have to try and battle things out yourself, which would be ludicrously expensive and likely futile.
lol you hire outside of your country and any threats of lawsuits they guy is gonna laugh in your face. What are you going to do? You got money to do something like that? This is the chance you take.
