I have noticed the same request in a few posts asking for a bilingual/native English speaker when the targeted language is Spanish. 

What I do is apply anyway, but telling in a polite way to the client why he/she should prefer a Spanish native speaker for that particular job.

I don't remember if I have obtained the job, now that I think about it...
