I have an issue with a client. He wants an extensive rewrite of what I sent him. What he wants is beyond the normal work I do for anyone. He owes me for this job and I want paid. What is the best way to handle this?

I'm not a writer so might not be the most qualified to answer, but you could discuss possible additional payment with the client, assuming it's a fixed price job. I think some writers specify ahead of time how many revisions they will do as part of the original milestone, but I take it you didn't do so this time. If you & the client don't see eye-to-eye, you can request milestone approval and do nothing, but there's risk of a dispute, and less than stellar feedback.

Seems to have resolved itself. Client will pay me for the final submission and end the contract.
Good riddance.
