I believe it's about time Upwork checks some clients more closely. It's the third time only this month, when I find a project on another platform for $50-$100 - for example a Hungarian translation or writing project- the bidding freelancers are about 2 or 3 Hungarians, and the rest are freelancers who are not Hungarian. Then I find the same project is posted here, on Upwork, for a few dollars.

It's not a violation of Upwork's terms of Service.
It's called "Farming" and personally I find it utterly distasteful. It is really too bad for the ultimate client as well.
I'm too expensive for farmers to make a profit so they leave me alone, but ultimately unless some rule was broken, there isn't much anyone can or would do about it...
It works the other way around too,
