Can a Cancelled Contract is reactivated again if the client and Freelancer got agreed ?

No.

You can not reactivate a cancelled or closed contract.

HOWEVER:
A client may use a past contract as a template to quickly and easly create a new contract.

ALSO:

A client may pay money to a freelancer using the Pay Bonus tool, even if a contract is closed.

So if the client just wants to pay you for something extra, he technically doesn't need to open a new contract for that.

The client has canceled the Contract but now he is willing to reactivate it. But as you said there is no possibility so what is the best possible way to decrease the damage ( Negative Affect on success score) on your account.

Once you have earned any money on a contract, closing it does not harm your JSS.
