Previously, when I spent connects to apply for a job, the job was closed/canceled / no longer available without anyone being hired. But, I still didn't get a refund for my connects.
Here is a piece of detailed information about the job title, date, and connections spent along with the screenshot attached for your reference in a sequential order:
TOTAL NUMBER OF CONNECTS TO BE REFUNDED: 7+4+11= 22 connects
It is a sincere request to Upwork to look into this issue seriously and refund back 22 connects spent on unavailable jobs without anyone being hired so that I can spend those connects on the latest jobs.
Upwork does not refund the connects if job is closed without any hires. It will only and only refund if:
-Client themselves cancel the job posting.
-If Upwork cancels the job if it violates their TOS( Terms of Service).
Connects are just as "valid" in any way they are used, by freelancers, plus or otherwise, and agencies.
Perhaps, you meant another word or term? They spend the same.

The job post you're referring to wasn't canceled by the client, but it expired. As a reminder, a Connects refund does not apply when a job post expires. You can check this article to learn more.
Are you referring to the 10 free monthly Connects? I checked your account and it looks like your billing cycle resets every 24th of the month. You should receive your next free Connects on the 24th of October.

I tried to buy connects of 30 usd. but Upwork charged me money only, didn't provide connects. I thought it's my mistakes so I tried once more, but it's same. I only lost 60 usd.

Some clients on freelancing platforms have the option to set the number of connects required for their job postings. It could depend on their budget, the urgency of the project, or their perceived value of the task.
I am new to the platform, but I have 10 applied proposals, from which only one proposal was opened by the client. Is there any possibility of getting back my Connects, spent for the application that was not even opened?
Welcome to the connects game. Unless the post is closed by Upwork, or by the client with no hires, you won't be getting those back. Be very careful when you apply to projects, because it has really turned into a money generation feature for the platform. Do not boost your proposals either. Its not an effective feature.
Please become familiar with Upwork's Terms of Service on this website, and it will explain how connects work.
To get work, the first two sentences of your proposal will determine if the client has seen enough of it to want to want to read the rest of it, then eventually hire you. You have a lot of good examples of your work, and probably need to take a look at your proposals.
There are a lot of people here competing for the same jobs, so you will really need to stand out, and explain to the clients why you are best suited for the job. I hope this helps.
