My top rated eligible weeks are not increasing.

My JSS has been above 90% for more than the past 10 weeks. But my top-rated eligible weeks seems to be stuck at 10. 

Can anyone please help me understand, what am I doing wrong?

That means that you have 6 non-eligible weeks making their way through the 16 week window. Once the first of those 6 non-eligible weeks falls out of the 16 week window, your eligible weeks will increase again.

Yes, I understand that top-rated weeks work as a 16-week window. I waited a long time to get my non-eligible weeks out of the 16-week window. 

And when the count was started again from 1/16 I checked my weeks every week. From that day till now, My JSS didn't drop lower than 90%. And my top-rated eligible weeks were increasing every week, but then they stuck at 10, and they haven't increased from the last two weeks.
