The income not effectively connected

Greetings! I recently received an email from Paypal (I use Paypal to withdraw my income) to re-confirm my tax payer status. I am not US resident and not US citizen, but there was one statement in the agreement that confused me a little bit and would love to make sure that I understand it correctly. 

The phrase - The income to which this certification relates is not effectively connected with the conduct of a trade or business in the US - does this mean that if Upwork is US based company, then my income is effectively connected to the conduct of a trade or business in the US?

Upwork is based in the United States, and we use the United States Dollar (USD) as our currency. I suggest you reach out to the PayPal support team to seek further clarification on this statement in the agreement.
