In some occupations, it's very common to present a "PACKAGE" or "BUNDLE" rate to a client for providing a deal for any number of items he or she may require. It would be nice in the submission portal to have the CHOICE of offering a "per hour" OR a "fixed price" for instance.

Yes, there should be an option to propose hourly or fixed price. I often mention in my cover letter that we could discuss both options and decide whichever suits them best, or give them a fixed price offer saying that the hourly rate I proposed is just a placeholder or vice versa.

It is a great suggestion though. Often, clients themselves aren't sure what type of contract they want, especially new clients on the platform.
Maybe they should have an open job contract, where freelancers can propose fixed, hourly, both, or a combination: hourly rate for initial research and ground-work, and then a fixed price for deliverables.
