Why am i not winning proposals? I once reduced my hourly rate as recommended by a freelancer, still experienced the same issue then increased it, still the same.

Your hourly rate is not the only factor in getting hired. 

Some remarks on your profile: The introduction video should be you, not a woman that is not you. It would be better to not have a video than this. Clients want to see the freelancer they will be working with, and this is confusing and disappointing to a potential client. It would turn me off big time.
