i have withdrawl $4 049 76 to Direct to Local Bank (TND) but it is a dollar account not TND, so they has cut more than 250$ as fees (intermediary), need help to setup the best payment method here, need to add a method that transfer to my local bank account that it is in dollar without this huge value of fees, is the wire transfer method ?

Use Wire Transfer. Upwork will take 30 per transfer. Your local bank will also take some fees but you can talk to your bank and say you'll have periodic transfers and negotiate a low fee.
