How to apply for a Logo Design?

Hell there! I am curious to know, what is the proper way to apply for a logo design job.

1- if a client has decribed already about his requiments, should I attach a rough design with the application?
Or
2 - Should It be just a simple application with messege that 'I can design logo for you for this price'  ?

Pls let me know, I am new here.
