Account SUspended due to payment failure - but payment succeeded and I owe nothing!

My account was suspended for payment failure, but the payment succeeded and  the account balance is $0.

 

There is no way to contact support!  Their help article says use the link at the bottom of the page, and there is no link.  Spent 30 minutes trying to find a way to get in touch with support and account restored.  Upwork sucks!  

 

How do I get my account restored?!
