Adding agency member to ongoing chat

I would like to include a member from my agency in the chat. However, when I navigate to the people tab on the right side of the inbox and click on the plus icon, as shown in the attached screenshot, the dropdown menu does not appear initially to allow me to select a member.

The dropdown menu appeared once before, but I want to ensure that I am adding the specific Chris I am looking for and not someone else who may be outside of my agency.
