Can a project become active without funding?

Right, so I do have a ticket unsolved by now and would appreciate some clarity from Upwork. Can a new project become "active and funded" with no actual funds in escrow? Is this a new change in policy?

And if it isn't, I would highly appreciate you solve yesterday's ticket. You can see why.
