Can someone gives away workload having Freelancer Account

Can someone give projects to his friends etc while being registered as Individual Freelancer on upwork if he gets more than 2-3 jobs at a time. Or is this something which is illegal and can get to account banned ?

I know there's option to be registered as agency but that's not worth for just 2 devs. If they do not want to register as agency.

Please share you knowledgeable answers...
