Can't hire talent. Something wrong with my account?

Hi there,

in the last 72 hours I tried to hire two different talents. Both of them could not accept my offer. Had to withdraw the first offer and then reposted the job. Still the same problem. Is there something wrong with my account? I have not received any notification by upwork in that matter.
