Can't send a proposal

Hello everyone

I want to apply to a job but when I open the proposal page, the send button is greyed out. It's just for this specific job while I can still submit proposal to other jobs. Please help soon.

I have tried clearing the cookies and cache and using chrome but the issue still persist. It's just for this specific job while everything is fine with the rest of job posts.
